Net metering has been available in Oklahoma since 1988 under Oklahoma Corporation Commission (OCC) Order 326195. The OCC's rules require investor-owned utilities and electric cooperatives under the commission's jurisdiction to file net-metering tariffs for customer-owned renewable-energy systems and combined-heat-and-power (CHP) facilities up to 100 kilowatts (kW) in capacity. Net metering is available to all customer classes. There is no limit on the amount of aggregate net-metered capacity.  
 
Utilities are not allowed to impose extra charges for customers signed up for net metering, nor are they allowed to require new liability insurance as a condition for interconnection. Utilities are also not required to purchase net excess generation (NEG) from customers. However, a customer may request that the utility purchase NEG. If the utility agrees, then NEG will be purchased at the utility's avoided-cost rate.  It is recommended that you speak with the local utility provider regarding a possible agreement for the purchase of excess generation.

 

There have been several net-metering related bills introduced this session; however, I do not believe that any address requiring utilities to pay for excess generation.
 
It is also important to note that alternative energy systems must be installed and maintained in compliance with the National Electric Code (NEC). An external disconnect switch is required.

Tad,

  I need some help and hopefully you can help me in some way …

  I am building a home solar power station to power my amateur radio gear so that my radio equipment is completely off the grid.  That is the easy part and I have that figured out.  In doing my research for this project I kept coming across references to federal legislation directing local utility companies to purchase excess power generated by residential solar and or wind power generating equipment.  This is accomplished by having the utility meter run backwards as the solar/wind power is fed into the grid.  I checked with Claremore Electric Department and Joyce said she did not know anything about this legislation … but if I could come up with a copy of this legislation, she would research it and see how it would affect the Claremore Electric Department.  I have been researching Library of Congress on solar power generation legislation … but to date, I have not found the legislation I am looking for.    This type of program is going gang busters in California, Oregon, and Washington.

 

  What I need is the bill or resolution that directs local utility companies to purchase solar and or wind generated power from residents …
